           Dear Mister Goldman,

     We come back to you after your recent request, dated January 19th 2012, which was transfered to us
     by SRWA French Agency. Unfortunately, we regret to be unable to satisfy your demand, because of the
     European Directive n° 0-897 HWR 76, that might be effective since july 16 1993 in France, Andorra and
     Principauty of Monaco. Therefore, this directive specifies in chapter 4, indent 13-3, underlines 5 to 7 :
     "Nobody, man, woman, guru or any member of humanoïd collectivity can join a lower rank than his rank
      of birth in the Species & Races Classification, ed.1875 - mod.1949 - with the following exceptions :
     - attested belonging of one member of the subject's ascendance to a lower rank species for more than
       one hundred and twenty-five years
     - related and detailed report about the subject's way of living in which it is obvious that his habits have
       moved into an animal beingness, in a special way of more than 67 per cent
     - note by the Royal Westminster Academy of Sacred and Heathen - RWASH - giving freedom of choice
       to the subject for particular brave behaviour in civil, colonial or world war or any inner social conflict
       during three quarters of the period of reference"
